What is a Comprehensive Plan?

A comprehensive plan is an official, long-range 'blueprint' for a municipality's future created by its local government. Comprehensive plans detail the community’s vision for the future, including development, land use, and community priorities. A comprehensive plan also provides strategies addressing housing needs, infrastructure improvements, hamlet revitalization, farmland preservation, climate resiliency, and natural resource preservation. 

A well-crafted comprehensive plan should include topical items, supporting maps, and other graphics. It should also include a vision statement, goals and objectives, findings and recommendations, an implementation matrix, and sustainability elements.

Project Breakdown

The Comprehensive Plan for the Village of Nelliston and the Village of Palatine Bridge will include the following:

  • A comprehensive inventory and analysis of existing conditions in both communities, including land use, housing, infrastructure, transportation, economic development, natural resources, and community facilities.

  • An extensive public engagement program designed to help Nelliston and Palatine Bridge identify current issues and opportunities, gather input from residents, property owners, and business owners, clarify a shared vision for the future, and inform plan recommendations and implementation strategies.

  • The development of a unified community vision statement and supporting goals that establish clear priorities for both villages and provide a coordinated framework for future decision-making.

  • The identification of specific implementation strategies and recommended actions necessary to achieve the established goals, including policy updates, regulatory changes, capital improvements, and potential funding opportunities to support long-term revitalization and sustainability.
